Subject: [PATCH] feat(install-options): add npm CLI reinstall helpers
 (PowerShell)

Test-GlobalNpmPackage, Get-CliNpmPackage, Read-CliReinstallOption, and
Invoke-CliReinstall let install.ps1 offer uninstalling and reinstalling
a client CLI through npm. Not wired into install.ps1 yet.
