Subject: [PATCH] feat(uninstall): add uninstall.ps1 script

Removes managed files, extension/skill ledger entries, semantic
retrieval, and the saved Quickupdate selection for a selected client,
reusing the same manifest-sync backup and warn-and-retain semantics as
install and update.
